Platt/Whitelaw Architects, Inc. provided programming services to assist Encina Wastewater Authority in defining their facility requirements to serve staff and visitors at the Encina Water Pollution Control Facility in Carlsbad, California.

Based upon the approved program, Platt/Whitelaw provided architectural design services for the new 44,000 square foot facility. The design was developed in concert with a LEED feasibility report in response to the client’s goals of an energy efficient and environmentally responsive facility. Building envelope measures include shading devices to prevent unwanted solar gain, cool roof, high performance glazing, light shelves, skylights and interior windows to allow penetration of daylight into all spaces and high efficiency mechanical and lighting systems with integrated control systems, passively conditioned and vented public spaces.

The program accommodates offices, labs, open office areas, a board/training room, exhibit areas, maintenance and operations workshops, employee cafeteria and conference rooms.
